I am wrking wih a cmpany and my lcain is in New Delhi and cmpanys HO is in mmbai I had jined he cmpa

I am working with a company and my location is in New Delhi and company's HO is in mumbai, I had joined the company in july 2019 and company is not giving me the salary which is agreed upon and written in my Appointment letter.when I asked they told me there is some incentive part which the will give on quaterly basis ie for the month of july ,aug,& sep in oct month but when I did not recieved that amount quaterly also then I told them I will not continue my services with the company but I did not resigned and then the company told me you have to save the notice period of 3 months as per appointment letter,so I am serving the notice period which will be ending on jan 9th2020.but company has not released my oct & nov month salary till now and now I told them first tou have to release my salary then I will serve my dec month notice period.but they are not want to release my salary .kindly advice me what I have to do.
